Project M (プロジェクトま, Projekuto M), ranging in meaning from Project Mewtwo, to Project Mega, or Project Mega Mewtwo, was a Team Rocket scheme mean to create another Mewtwo for use by Giovanni. It was headed by Team Rocket Admin, Vicious, and while initially successful — having successfully created another Mewtwo, this Mewtwo eventually broke free as well, causing Vicious to have give chase to it across the Hora region.
